Russian tour operators are to be exempt from VAT by mid-2027. President Vladimir Putin commissioned the government with a corresponding change in the law, which should apply retrospectively from the beginning of this year. Providers who organize trips within and to Russia are to benefit from the tax relief. So far, the usual VAT rate of 20% has applied to them. The Ministry of Economy had proposed the measure and estimated its cost to the state budget at 4 billion rubles (50 million euros).
