The Russian State Duma approved amendments to the draft law on the legal status of foreigners in Russia. It was approved in the first reading on June 9, 2022 and in the second reading it was was approved on June 14, 2023, with a number of amendments. In particular:

• An indefinite residence permit is issued to a highly qualified specialist (HQS) and his family members in case he performs labor activities on the territory of the Russian Federation as a HQS with a residence permit for at least two years (without reference to the period of labor activities) and implementation by the employer to calculate, withhold and remit taxes to the budget system of Russia.
• A residence permit is issued to a foreign citizen who has made investments in Russia.
• The possibility of medical examination of the family members of HQS is also established not once a year, but within thirty calendar days from the date of the decision to extend the work permit or from the date of entry into the Russian Federation.
• An increase of up to 750,000 rubles per quarter in the level of remuneration of HQS
• Foreigners who signed a contract for military service in the Armed Forces of the Russian Federation during a special military operation have the right to obtain a residence permit without obtaining a temporary residence permit.
